Kelsey Willnerd receives a scholarship to CSC

Kelsey Willnerd of Hastings, Neb., daughter of Ron and Brenda Willnerd, received a scholarship to Chadron State College. Kelsey received the Isabelle Confer Liehe Library for $980. Kelsey is a senior at CSC studying elementary education.
